Just defining what it means for the Universe to be spinning introduces difficult problems.
How could there not be forces at work, that we have no knowledge of ?
You might ask what forces were involved in setting different objects to spinning in the first place, but forces are not required to explain why things continue to spin. You don't imagine that rotating or orbiting planets depend on any forces to keep them that way, do you?

Why wouldn't everything be spinning? There are an infinite number of values that anything can have for angular momentum, and only one, infinitesimally small value of zero.

Now, an interesting question might be whether the total angular momentum of the Universe is zero or not, but it's hard to imagine how any individual component could have anything but a non-zero value.
