It seems as if the spiral arms are not all in the same plane. This is emphasised by the appearance of a fainter 'Northern' arm which suggests it is pointing away from us. Is this an illusion or can we measure the 3D shape?

I suppose some amount of radiation is emitted from all planets that have a hot interior. It is thus fair to say that Neptune emits more radiation than it receives but I think a bit misleading to classify the radiation as light and to suggest it is unique to Neptune.

It's a diagram - a graph- and not a picture. A picture can only represent something at a particular instant of time. In this diagram, time is illustrated as increasing left to right.
