Have lived in Arctic Canada [68 degrees N Lat] 26 years and see these pillars from lights in town many, many times a year. Yes, the result of thick ice crystals with no wind. But have NEVER seen the fanning out at the top. I think you have a very rare ice crystal phenomena here. Sorry but have NO id...
