the fact that the #12 is predominate in the center may be a clue(12 sets of stars and 12 sets of lettering. 12 blue rays,12 reddish rays,12rays filled with stars in inner part). could be an astronomical calendar/clock of of sorts? astrological chart? the 12 tribes? a type of family tree? as logmark ...
