Maybe you can use the freeware "Startails."

I made my animation with this software and then editing with Moviemaker.
You can see here, is 24 frames per second.

This image of Rogelio is undeniably exquisite.
The mosaic is finely processed.

Yes, first is a Cumulonimbus.
I took two photographs the same day, only a few minutes between them.
All this just two weeks before Hurricane Alex came to town.
