I'm not at all sure it's the only thing going on, though. It could well be that some cameras are also "spreading the light" in some circumstances.
Eyes do this, too. Your eyelashes and the shape of your pupil all play a role in how the light pattern finally hits your retina. That's why a street lamp at night will not appear just as it shines but kind of like a glowing ball.
