18 year moon cycle

A nearby prehistoric moon observatory built by the Hopewell Indian in Newark, Ohio is celebrating the northern-most position of the moon in its 18 year cycle.

I have not been able to find much information about this moon cycle. I thought it would make a good topic for APOD.
