It's a reflection of the Sun off of one of the lens surfaces. It's called lens flare. The rays are scatter off of lens surfaces.

It's an internal reflection off a flat (or nearly flat) surface, so it's basically an image of the Sun. The large flares are reflected off of curved surfaces, so they are defocused images of the Sun. Even simple lenses like those found in phone cameras have several elements, each with a pair of surfaces. Fancier camera lenses can have a dozen or more surfaces capable of producing internal reflections.

  • How can a "flat (or nearly flat) surface"
generate a small nearby image of the Sun :?:

By reflecting it off an image plane. I've most often seen this happen when a reflection off the sensor cover glass is reflected back onto the sensor by a flat lens surface above it. Of course, the details of this imaging system are not known, so other possibilities exist, as well.
