Because the picture was taken during day time (the sun is up) and stars are very faint. If the moon had an atmosphere, the sky would be blue, but without an atmosphere, it is just black. Taking a picture of the stars would have let to overexposure of the lunar surface. For similar reason, we can't see as many stars during a full moon, which is also very bright compared to the stars.
