Visibility of Milky Way

Would the Milky Way be visible in the summer months in southern Norway the same way it is here in the midwest of the USA?

Maybe. Southern Norway is at a much higher latitude than the Midwest U.S., so its summer nights are very short, and (depending on latitude) not very dark. Certainly the Milky Way is overhead and to the south, just as anywhere.

In general, Scandinavian summers are not the ideal time to see dark skies!

If you can see the Milky Way just an hour after sunset from where you live
then you should also be able to see the Milky Way at midnight in the summer months in southern Norway.

If you ask me, no, probably not. Of course, it depends on when in the summer you would be looking. August would be fine, but you can forget June.
