Thank you very much for your interest in Astronomy Picture of the Day (APOD) and for testing our new
online image submission system. We would very much appreciate your feedback on it to know how it can be improved.
Please let us know what you like about it and particularly anything you didn't like and/or found confusing.

It appears as if it points to incorrect link. The proper link to the new submission page should be
http://apod.com/submit/upload.php .
If you're having problem uploading to the new submission system, please use the URL posted here.

It doesn't just not work. It doesn't exist. It is possible that it will not ever exist again.
