I suggest to use a selfmade tinfoil hat, like a giant sombrero hat, so you can hide under it when flares come close enough to get you!

The upper right part shows definitley some big buildings on a platform, the R-ORUs look like living and working places while the EFUs look like keeping fuel and other resources for this place.
